SMART Goal - addition and subtraction fluency

One of my smart goals is for my students to increase their automaticity in addition and subtraction facts to help them show growth by the end of the 2010-2011 school year. In looking at my class, I have a number of students who display an adequate ability to recall facts fairly quickly. However, I do have a number of students who use fingers and take too much time to recall simple facts. I have been working on weekly activities to help them better recall those facts as well as to improve their fluency. So far, we have been working on flash cards, timed tests, oral activities, online computer activities, and subitizing activities.
I have spent some time researching best practices and methods in teaching math fluency. I am still trying to find what truly works best, this has been a topic of concern for many years. I am curious to find a practice that truly works and put it to practice. I have been finding articles that point to students having an understanding of number sense of not just memorizing those facts, they truly need to have a foundation to numbers.
I did find a subitizing article that takes a look at subitizing and the importance of teaching it. Many people have not heard of subitizing but it means "instantly seeing how many." Subitizing appears to be an essential skill in students' understanding of number sense. What I have found is that our Investigations math series already places an importance on subitizing activities. Now I need to take the time and do those activities as there appears to be research that shows the importance of this skill.
So far, I have been working with my students on weekly flash cards, weekly timed tests, oral activities as well as subitizing activities to improve their addition fluency. I have place more of an importance on addition in which I hope it will also improve their subtraction fluency. I am hoping taking the time to do these activities will greatly improve my students' ability to recall addition and subtraction facts.
I am excited to see where my students and I will go to improve students' basic facts. Right now I have a sense of direction but it will be interesting to see where the research will take me.
